The American people have an inherent right to the facts. As commissioner or Chairman of the Federal Communications Commission I will make two things a priority. First I will pursue studies and experiments relating to the effects of wireless waves on living things. It seems that only a handful of these studies have been done and many of them were misguided. Once we have a definitive report on how wireless waves effect living things we can better decide on how to regulate and lease these waves.
My second initiative is to truly bring the facts to the American people. If they want to consume an opinion piece that is their right but if they turn to a news gathering agency, that agency should be reporting facts. This can be accomplished by developing an accreditation system for news agencies and developing a system of fines for when an agency broadcasts false information.
When developing this system we must be careful not to encroach on first amendment rights. Therefore this system will only apply to entities making more than one million dollars of profit in a calendar year. Instead of the government checking the facts of news agencies, we will fund a system of new and existing watchdog entities to present the infractions to the public for vote.
The watchdog organizations will create video featuring the infraction and their case as to why this news agency should receive a fine. The fines will be split between funding the watchdog organizations and delivering a wired internet infrastructure to localities nationwide. The fines will be levied if the voting population has a majority yes vote for fining the news agency.
Voting will be accommodated through a new online streaming service developed by the FCC dubbed “Gov”. Gov will allow all U.S. citizens to stream C-span 1, 2. and 3 as well as their state government channels and local government channels for free. Gov will also have an interactive aspect whereby citizens can watch clips provided by watchdog organizations and vote on whether a company should be fined. Anyone can subscribe to the free Gov streaming service and citizens of voting age will be able to enter a password to vote.
Keeping tabs on the houses of government should have been provided for free since the invention of mass media. The government has not adapted to new forms of media to allow for better oversight and as chairman I will see that the people get free access to the lawmaking process. The Gov free streaming service is a way to deliver this layer of oversight.
To people who argue that this could infringe on first amendment rights I would counter that this is the democratic way to ensure the facts are presented. Our accreditation system will allow news agencies to downgrade to an “opinion” affiliation and avoid all fines but they can no longer use the word “news” in their name. The barrage of misinformation must be managed in a democratic way.
Any journalist can reap a million dollar profit per year from their media endeavors and not be subject to the system of fines. Therefore, the infringement on individual freedoms is minimal for most journalists. I will be clear that this is in no way a form of government censorship, but a clear labeling of what is fact based journalism and what is opinion. The American people will in no way be blocked from viewing anything put out into the media channels.
Other priorities I will see to as an employee of the FCC involve wireless routers and medical recording software. I believe that every American has the right to know how much wireless energy is being transmitted through their property, homes, and bodies. I will push for a mandate on all new wireless routers that they be required to scan all known wireless frequencies and record wireless levels they pick up.
Under this mandate wireless routers will be required to have a graphing feature that is accessible from a computer or device connected to the router. This feature will allow owners to see in real time how much wireless energy the router is picking up in the form of an easy to navigate graph. The graph will be divided into several lines for each form of wireless wave such as AM/FM radio, HD broadcast television, mobile telephone waves, microwaves, radar, etc. The graph will show times and users will be able to see when certain frequencies spike during the day.
The findings will be recorded on either the owner's computer or connected to the Gov streaming account so that we can gather data centrally if the owner wants to release it to the FCC. This type of information could be used by owners to lobby for things they want wirelessly broadcast for free like professional sports games since they are allowing these large corporations to transmit wireless energy through their property.
I will also look in to a theory I have after experiencing being admitted to the hospital. My theory is that pharmaceutical companies may be involved in developing medical charting software and medication tracking software for sale to hospitals and clinics. They may have even formed shell corporations to develop this software so that they are not connected directly. Hypothetically these companies could have access to patient's information such as reported side effects and dosage and use it to mitigate legal risks or thwart possible class actions against them. Basically if pharmaceutical companies have a hand in developing this software they could actively be experimenting on populations of people after their drug has been approved by the FDA.
As an employee of the FCC I will look into these software companies that communicate patient information and chart it to a person's medical record. I will thoroughly investigate the source of funding for these charting software and ensure that there are no connections to pharmaceutical manufacturers or distributors. I will also make recommendations to congress that they adopt policy to show transparency in funding for this type of software moving forward.
